Our mission is to make critical contributions to critical challenges. As a university affiliated research center (UARC) and research division of Johns Hopkins University, APL has a unique opportunity to make the world healthier, safer, and more secure.
As the nation’s preeminent UARC, we have:
- Broad exposure to challenges facing a wide variety of sponsors
- A diversity of expertise and experience to address those challenges
- A track record of bringing together government, academia, and industry in solving complex challenges
Although we have strict conflict-of-interest restrictions, our sponsors can include government offices and philanthropic organizations.
UARCs function broadly as trusted technical experts, often developing advanced systems prototypes that accelerate the infusion of new technology into operational use. When appropriate, and where no conflict of interest exits, they may compete for science and technology work on Broad Agency Announcements of Opportunity.
The majority of our work comes from the Department of Defense as sole-source (noncompetitive) funding under the Competition in Contracting Act, primarily through the exception for essential research and engineering.

APL’s Government Employee Fellowship Program offers tailored work experiences through immersion into one or more of our research and development programs. APL has hosted numerous government employees from the Navy, Army, Air Force, intelligence community, and other government agencies.
