Christine Fox Returns to Johns Hopkins Applied Physics Lab as Assistant Director for Policy and Analysis

Christine H. Fox, who recently served for five months as Acting Deputy Secretary of Defense, has returned to the Johns Hopkins University Applied Physics Laboratory, and has been named as Assistant Director for Policy and Analysis.

Fox joined APL as a senior advisor in August 2013; four months later, she was appointed by President Obama to serve as Acting Deputy Secretary of Defense. Upon her departure, the President praised Fox and thanked her for her service to the nation.

“She provided steady leadership in the wake of sequester and developed an approach to the budget that puts our military on a path toward restored readiness,” said the President. “I am grateful to Christine for her willingness to step in and serve her nation once again — as the highest ranking woman ever to serve at the Department of Defense — and wish her the very best in her future endeavors.”

“We are very pleased to welcome Christine back to the Laboratory,” said APL Director Ralph Semmel. “She is an accomplished leader who has demonstrated time and again her ability to tackle the most complex national security challenges. We look forward to the contributions she will make to the Laboratory and to our sponsors in her new role.”

In her new role, Fox will lead efforts to increase APL’s engagement on national issues and to contribute to national security and space policies. To do this, she will develop new capabilities and outreach opportunities, building upon the Lab’s existing strategic studies and analysis organization.

“I am very excited to be back at APL and to have this new opportunity,” Fox said. “APL is a wonderful laboratory. There is a wealth of knowledge and expertise here that can and should inform national decisions on all aspects of technology and technology policy.”

Prior to arriving at APL in 2013, Fox served as director of Cost Assessment and Program Evaluation (CAPE) for the Office of the Secretary of Defense. While at CAPE, Fox led several Department-wide reviews related to operations, technology and, especially, the budget.

Fox served as president of the Center for Naval Analyses, the Department of the Navy’s federally funded research and development center, before her 2009 presidential appointment to CAPE.
