BioBill Liggett has served as the operations executive of the Space Exploration Sector at the Johns Hopkins Applied Physics Laboratory since June 2006. He is responsible for all operational and business management functions of the sector, including finance and administration, project planning and control, technical facilities and infrastructure, information technology, and security, supporting approximately 1,200 technical staff members. Mr. Liggett has a bachelor’s degree in business administration – finance from the University of Maryland, College Park, an M.B.A. from Frostburg State University, and a Project Management Professional (PMP) certification from the Project Management Institute (PMI). He is an expert in financial and accounting management for large to mid-sized companies specializing in government contracting services. Mr. Liggett also serves as an instructor in Finance, Contracts, and Compliance for Technical Professionals within the Johns Hopkins Whiting School of Engineering, and received the Whiting School’s Excellence in Teaching Award, Outstanding Instructor, in 2016.
