BioPaul L. Oostburg Sanz is the general counsel and executive leader for Tech Transfer at the Johns Hopkins Applied Physics Laboratory (APL), the nation’s largest university affiliated research center. In addition to his role as chief legal advisor to the Laboratory, Mr. Oostburg Sanz serves as the strategic advisor to the director, and in that capacity leads commercialization to enhance APL’s role as a bridge between cutting-edge technology companies and government sponsors to help sharpen critical capabilities that address national security, space, and global health priorities. Prior to joining APL, Mr. Oostburg Sanz was the general counsel for the U.S. Department of the Navy during the Obama administration. He also served as the Navy’s senior ethics officer. Prior to being confirmed by the Senate, Mr. Oostburg Sanz served as the general counsel for the Committee on Armed Services in the U.S. House of Representatives. Mr. Oostburg Sanz earned a B.S. from Georgetown University, an M.P.A. from Princeton University, and a J.D. from Harvard Law School. He was twice awarded the Department of the Navy’s Distinguished Public Service Award and received the secretary of defense’s Medal for Outstanding Public Service.
