BioMinh Agon Huebner is the chief financial officer (CFO) and head of the Business, Construction, and Facilities Department (BCFD) at the Johns Hopkins Applied Physics Laboratory (APL). As CFO, Ms. Huebner is responsible for ensuring the stewardship of APL’s financial resources and leading its strategic financial planning, including annual operating budget development, financial forecasting, resource planning/analysis, and financial statement reporting. As head of BCFD, she provides executive leadership and management for enterprise business services such as finance/accounting, prime contracting, procurement, material distribution, facilities maintenance and renovation, and construction functions.
Ms. Huebner previously served as CFO of the Lawrence Berkeley National Laboratory, a U.S. Department of Energy (DOE) research facility managed by the University of California (UC). During 25 years with UC, she managed the business and financial aspects of government contracting in the federally funded research and development center environment at two DOE national laboratories.
Ms. Huebner began her career at DOE’s Office of the Chief Financial Officer, participating in the federal appropriation process and supporting agency budgetary policy development. She earned a B.A. in economics from Georgetown University and an M.B.A. from Notre Dame de Namur University.
