BioCrystal D. Lemley became the operations executive for the Business, Construction, and Facilities Department at the Johns Hopkins Applied Physics Laboratory (APL) in 2024. Ms. Lemley is the chair of APL’s Benefits Committee and Appeals Committee, and she co-leads the Experience Team. She is also the department representative on the Operations Forum and the Long Range Site Development Planning Team. Ms. Lemley has provided primary oversight for large-scale design and construction projects, most notably for Building 201, the 263,000-square-foot advanced research facility that serves as the new home of the Research and Exploratory Development Department (REDD). Prior to her current appointment, Ms. Lemley served as REDD’s operations executive. In that role, she provided leadership and management of the business and administrative functions for a department of more than 700 staff members. In addition, she served as a senior advisor to the head of REDD in the management of department resources and provided oversight for all administrative operations. Ms. Lemley also previously served as supervisor of REDD’s Business and Financial Planning Group. In that role, she was responsible for all aspects of financial planning, management, and reporting. Ms. Lemley earned a B.F.A. from Savannah College of Art & Design and an M.B.A. from Frostburg State University.
