Rethinking Future Elements of National and International Power is the focus of  the fourth series of professional seminars produced by JHU/APL.  This year’s sponsors will be the Office of the Secretary of Defense for Policy and the US Navy.

Video, audio, and notes files from the most recent seminar (14 August) by Mr. John McLaughlin (JHU/SAIS) on Future Challenges for American Intelligence have been posted on the Archives page. Video postings and announcements about upcoming seminars are announced to the contact list.

This year's series will address topics such as

  • How can the US and her allies:
    • Deter and dissuade potential adversaries from taking action?
    • Prevent escalation and/or bring conflicts to a rapid conclusion?
  • What elements of national and international power might be used?
    • Diplomatic?  Information?  Military?  Economic?
    • Other elements?
  • How do ethics, religion and culture fit in with other elements of power?
  • What should be done to the interagency to improve its capability as identified in an examination of  roles played by:
    • State Department, Commerce Department, USAID, other US agencies?
    • NATO, WTO, UN, World Bank, NGOs, others international agencies?
  • An examination of the use of bilateral vs. multilateral agreements
  • An examination of various concepts of future grand strategy using all elements of national power

From 2001 to 2006, Mr. Natsios served as Administrator of the U.S. Agency for International Development (USAID) which is the lead US government agency doing international economic development and humanitarian assistance. During this period he managed USAID’s reconstruction programs in Afghanistan, Iraq, and Sudan which totaled more than $14 billion over four years. (biography)

During the Rethinking Seminar, Mr. Natsios will discuss

  • USAID: formation, history, operations, and goals

  • How "foreign assistance" relates to "security assistance" (FMF, etc.) and "development assistance"

  • What mechanisms exist to de-conflict security assistance and development assistance

  • Past USAID programs: what works and what doesn't

  • Current major goals and shifts in goals

  • Relationships to State, DOD and other agencies

    • Where do DOD's PRTs start and leave off vs what USAID does

    • What are the friction points between DoD, State, AID, NGOs? How have they been creatively resolved?

    • Where are the areas for possible improvement in terms of coordination or mission accomplishment?

    • What mechanisms exist to benchmark and incorporate "lessons learned" into future cooperative endeavors?
