Norma Lee Todd serves as the head of APL’s Office of Technology Transfer, managing its intellectual property portfolio and technology commercialization. Ms. Todd is an accomplished leader with over 25 years of experience in technology transfer, engineering, engineering management, and project management.

Ms. Todd provides leadership for APL’s OTT in strategy, management, and policy, and has led the negotiation of over 300 license agreements. Prior to joining APL, she worked in the aerospace industry for 15 years. She holds a master’s degree in Technology Management.

Edward Chalfin oversees a diverse portfolio of technologies with commercial potential. Mr. Chalfin has over 35 years of experience in technology-based entrepreneurship and has founded a number of technology start-ups, including Integrated Circuit Designs, Inc. (ICD) in 1995, which was acquired by Texas Instruments Incorporated (TI) in 2007.

Ed has extensive experience as an analog integrated circuit design engineer, managing TI’s Low Power RF Baltimore group and working for industry leaders such as Allied Signal Aerospace’s Microelectronic and Technology Center, Sprague Electric Semiconductor Division, and Pulsecom.

Ed received an M.S. in business management from the Johns Hopkins University and a B.S.E.E. from Pennsylvania State University. He is the holder of four patents in analog integrated circuit design and is a two-time winner of the Allied Signal Technical Achievement Award.

Kedong Chao manages an extensive portfolio of intellectual property ready for commercialization, including space, electronics, and communications technologies. Additionally, he manages APL’s IP Capture program, which identifies and seeks technologies that warrant disclosure. Kedong has more than 25 years of experience in spaceflight hardware development and deployment and has partnered successfully with numerous companies on hardware design, fabrication, qualification, and delivery to APL. He has worked on eight spacecraft and served as the system assurance manager for two spacecraft designed and developed by APL: Near Earth Asteroid Rendezvous (NEAR) and Solar TErrestrial RElations Observatory (STEREO). He has a B.S. in electrical engineering from the University of Colorado.

Heather Curran focuses on facilitating the commercialization of technologies, specializing in those related to biology. Ms. Curran manages marketing efforts for the entire group in addition to those related to the diverse portfolio of technologies with commercial potential that she manages. Additional responsibilities include strategic oversight of APL’s intellectual property portfolio and the OTT independent research and development program. Ms. Curran has a B.S. degree in biology from the University of Maryland and a M.S. degree in biotechnology from the Johns Hopkins University.

Dr. Gloria Jacobovitz oversees a portfolio of technologies ready for commercialization. She has over 10 years of experience in research and development and 15 years in technology-based entrepreneurship. She has founded, funded, mentored, advised, and managed telecommunication, biotechnology, and biofuels start-ups. She is an accomplished researcher with a citation in the 2012 Nobel Prize in Physics, more than 20 published peer reviewed papers, and 6 issued patents.

She was part of the management team that contributed to the Corvis $1 billion IPO and has extensively consulted on and developed corporate and marketing strategies for companies in the United States, the European Union, and Brazil that contributed to millions of dollars in private equity investments and international bank loans.

Dr. Jacobovitz is a faculty member at the Johns Hopkins University as well as a member of both the Howard Tech Council Advisory Board and the Baltimore Angel Group. She is the treasurer and an advisory board member of Vasoptic Medical as well as an advisory board member of ClearArmor and the Maryland Center for Entrepreneurship. Dr. Jacobovitz holds an M.S. in biotechnology from the Johns Hopkins University and a Ph.D. in applied physics from the University of Campinas (Sao Paulo, Brazil).

Leslie Martinelli has 14 years of experience in a variety of technology transfer capacities, including licensing and managing APL intellectual property, overseeing patenting obligations, and interfacing at all organizational levels to obtain concurrence on technology transfer activities. She is responsible for licensing intellectual property to both the U.S. government and industry, handling equity requirements, coordinating joint intellectual property and licensing between APL and other inter-institutional relationships, and managing post-license agreement compliance. Leslie manages the intellectual property patent budget, which includes planning and forecasting for the protection and maintenance of APL’s intellectual property portfolio. She leads support for the Intellectual Property Review Committee.

Lauren Ritter is responsible for assigning and processing all new intellectual property disclosures, updating the Sophia database (the intellectual property management system), scheduling initial meetings, and following up post-meeting discussions with inventors for technology category and lead inventor. She also provides administrative support to the Intellectual Property Review Committee (IPRC) by creating agendas, updating case records, and tracking licensing IPRC responses and SharePoint data. Additional responsibilities include nondisclosure agreement processing, foreign screenings/foreign visitor processing, assisting with intellectual property capture, serving as OTT property manager, and providing administrative support to the joint Johns Hopkins Technology Ventures (JHTV) collaboration efforts.

Lauren has three years of experience supporting multiple executives in a professional organization. She received a B.S. in human services from Stevenson University.
